Max Eastcott General Manager of Gwydir Shire Council  will present at the Australian Regional Development Conference will be held at the Commercial Club Albury on the 26– 27 August 2015.

Presentation Title:   An Innovative approach to local road funding

Presentation Overview:  The Australian Rural Roads Group Inc. (ARRG) signed an agreement on Australia Day 2014 with Infrastructure Australia, which is known as the Bingara Accord.

 

The Accord stated that:

The parties agree:

  1. to seek to bring roads into line with the mainstream practices of Australia’s infrastructure sectors;
  2. to employ user pays-user says trials for road improvements to test this approach;
  3. that the Australian Rural Roads Group asset and investment template is appropriate for local roads throughout regional Australia;
  4. that submissions should be made to include suitably aggregated proposals in Infrastructure Australia’s national infrastructure audit and infrastructure priorities list.

As a result of this Accord five North West NSW Councils known as the North-West Network (Gwydir, Moree Plains, Gunnedah, Warrumbungle and Narrabri Shire Councils) commissioned a report to submit to Infrastructure Australia that detailed how additional Federal Government funding for rural local roads could be justified as economically responsible based upon productivity improvement outcomes.

The North-West Network is a road investment and sustainability program designed for a 57,000 square kilometre agricultural powerhouse region of north-western New South Wales. It has two main features:

  • Road productivity and
  • Roads sustainability

The network – over 12,000 kilometres of roads – has little opportunity to secure major new capital funds from governments in the prevailing fiscal climate. Yet at the same time, the public sector roads ‘system’ does not offer significant avenues for productivity-based funding allocations. This program has been designed to be submitted to Infrastructure Australia and in turn to the New South Wales government and Infrastructure NSW for formal recognition as a ‘national infrastructure priority list’ project, based on:

  • National agricultural productivity;
  • Links to the proposed Inland Rail;
  • Innovative market investment approach to financing roads;
  • Economic Merit; and.
  • It is Deliverable.

The presentation will outline the process followed and the methodology adopted and why it should be used as a template for an improved road funding model.

Fiona Cotter of Provincial Matters to present on wind energy facilities at the Australian Regional Development Conference

Speaker Bio:   Fiona Cotter has been involved in the permitting of two solar test facilities and five large scale solar facilities in Victoria and number in remote Queensland. She was also the planning advisor for the recently approved wind energy facility – Bulgana wind farm in the state’s west.  Having recently traveled to Spain she has researched overseas facilities and experiences to provide an insight in to the possible future for renewables in Victoria.

Presentation Title:   All wind and hot air?

Presentation Overview: The debate surrounding wind energy facilities can make for as robust a dinner conversation as religion and politics. Some of us are mesmerised by the turbines and value the clean energy contribution.  Others see them as an unnecessary blight on the landscape irrespective of the sustainability features.  These community attitudes have influenced the last two state elections in Victoria as well as Federal politics.

Speaker Bio:   Councillor Mathew Dickerson has a small business career that goes back to when he was aged 12 when he started his first small business, and has since started a total of 6 small businesses.

He has a long history of success in small business both from a financial perspective but also winning many awards. Among some of the major awards collected Mathew has the Microsoft Worldwide Partner of the Year, the Australian Business Council Award for Innovation and the Small Business Champions Award as the best IT business in Australia.

Mathew still retains ownership of two small businesses but spends his time writing and talking about small business with the most successful of his three books called Small Business Ru!es. He also writes a monthly column for a nationwide magazine, a fortnightly column for an American magazine and appears as a permanent guest on the nationwide Tony Delroy show to discuss small business concepts.

In his spare time he spends time with his wife and four children, he is an active member of Mensa, races Mountain Bikes and has served his local community as their Mayor since 2011.

Presentation Title:   Is the NBN the saviour of Regional Australia?

Presentation Overview: A population concentration map of Australia from the early 1900s showed many population centres across the nation. In essence, people needed to live where they worked. Along came the motor car – and then air travel – and a population concentration map of Australia today is vastly different with minimal population centres away from the coastal capitals. Overwhelmingly people are now choosing where they lived based on the hard to define quality of ‘amenity’. In short, for regional Australia to attract people, towns and cities across the nation must offer equivalent – or better – services and infrastructure to what major cities offer. The NBN is a key piece of this magical quality of ‘amenity’ and, if your town or city is connected to the NBN, how can you leverage off that to grow your population and GDP.
